Radiators filled with water can not set fire to anything.
Radiators are approx 100 C or 212 F at the maximum.
Paper burns at 472 F.
Radiators are hot if there is a demand for heating.
Radiators are cold when there is no requirement for heat or they need bleeding.

I've had radiator heat, if your radiators are not getting hot it could be because where ever you live isn't cold. Are you in your own house or are you renting an apartment?
I wouldn't put anything combustable on a radiator. When they are working properly they can get pretty darned hot.
What specifically are you asking about furniture or something more fragile? I was able to keep my couch about 18 inches away from the radiator in my living room
I don't think the radiator will get hot enough to actually set anything on fire at least I never had that problem when I lived in the house with the radiators.
