I would recommend putting you children on the vodafone network, as they do whats called vodafone family which is where you are all on vodafone then you would nominate your childrens numbers to be in you "family" and you will get free calls to them 4 up 2 an hour but best of all they will get free calls to you even if they have no credit! You wil have to pay a little extra 4 this but i think it is well worth it, and would give you peace of mind knowing they can contact you whenever they need you even without credit. As for if they have no signal, sorry dont think a mobile can be traced with no signal. And if they did have signal i think its only the police who can trace a phone.
