If they're unruly you can do a few things:

1) get them waxded by a pro to shape them properly
2) have the pro teach you how to keep them trimmed
3) buy eyebrow gel or clear mascara. use just a bit on the eyebrows to direct them. i guess you could also use a tiny bit of hair gel on an eyebrow brush (they come in free gifts all the time).

get a bit of really strong hair spray or some eyebrow wax ( somtimes i use hair wax its stronger ) and put it onto the brow pushing it flat

you have to get them trimmed.. u can do it urself w/ a little tiny brow comb and small scissors, or have someone professionally do them :)

get them colored. seriously. you probably have grey hair already, right? do you color it? doesn't it feel better and lay better when it's colored? hairstylists can't do it for you anymore, but if you apply it to yourself we can clean it up for you.
then use hairspray on your fingertips and put them into place.
