I'm having a little difficulty doing so. I have defeated the Pokemon League and the Champion, but I run into rocks or waves, which prevents my passage (as far as I know) to the said-location.
Help...?

that's because you're going the wrong way.
you need to get on the other side, and ride the waves to it.
go to evergrande city, and surf west (towards the left of the screen)

You'll have to surf, make sure you have repel to avoid random encounters and head east from Lilycove and south. You'll find a gap and keep heading east and you'll pass trainers and soon find yourself in Pacalicog.

go to sootoplis city
then dive out
when you surface you should be in route 128
go down into route 129
then left through 130 and 131
you should end up in pacifidlog town
