If you have contacted the bus company several times and nothing has been done, then something is very odd.

How long is the period of time when the driver leaves the bus, and how far away does he go? If he or she stays very near the bus (maybe 10-15'), then it's probably legal, or it least legal enough.

If the driver goes farther than that, and leaves children unattended (with no other responsible adult on the bus,) then there is a legal issue here.

But I think you should probably consult the police first, since this is a crime that immediately threatens the passengers' safety.

The bus driver is just dumping a child off somewhere that's not a designated stop? They are not legally allowed to do that at all. They can take kids to and from school going to and from home. No where else. If children are being rowdy and refuse to stop the bus driver make take the child to a school administrator and they can deal with it. but in no situation may the bus driver just leave a child on the side of the road. It is unsafe. If they are being taken home the busdriver may even drive back to the school to then kick the child off and take them to thte prinicipal but not anywhere else.

Your question leaves too much unexplained. If you are the parent, follow and videotape the bus route one day without that driver's knowledge. Is the driver performing a duty necessary to the completion of his/her duties, e.g. a daylight inspection of the bus? Or is the driver running in for breakfast laundry, etc. because it's more convenient than doing it off the clock?
If the driver IS abusing his/her position, complain to the school first, preferably by petition signed by other parents whose kids are affected too. A signed document with visual evidence will almost certainly force the school board to take action against the driver and/or the company providing bus service.

A school bus driver is responsible for every single student on the bus until they get to their house or a bus stop. I think that you have more than enough reason to contact a lawyer.

The child cannot be left unattended. The bus company is setting themselves up for a big lawsuit when a kid gets hurt or kidnapped or worse one of these days.

You could also try contacting local TV stations or newspapers. Sometimes they love to catch a school doing something bad and if it involves putting a child in danger they know that will get people's attention. See what they can do for you.

No, I believe they have to leave the child only at a designated bus stop. There was an issue about that in my area and I believe the driver was fired.

You mean the driver leaves the children unattended?
