I have to admit I am terrible at buying gifts for other people, mostly I tend to buy Gift certificates for people I buy for.But unfortunately at our Christmas exchange at work they do not want people buying gift certificate.
So what we do is pick a name out of a hat and buy a gift for that person. The person I got this year is my immediate Boss who is a female and we have a 15 dollar limit ,anyone have any ideas of a good gift.

Wow! I understand completely how you feel. There's no worse feeling than when you're trapped between a rock and a hard place. It's your job so you have to be careful what you do and say. At the same time it involves your principles. Maybe there's a way to start a new gift-giving tradition at work. You or someone you bring it up to could suggest drawing names. While I realize you still run the risk of your boss drawing your name, it would certainly cut down on the odds of it depending on how many people you work with. I wish I had a better answer. Good luck and I'll be thinking about you.

I agree with the first answer, some quirky desk item or, to avoid the cheesy factor of something that only fits some peoples tastes. check out clearance type stores to get something worthwhile, 15 bucks doesn't go very far.
