The point were nations have disputes that need resolving. negotiating,diplomacy take place often, deceiving acts occur but are tolerated so long as the disputing parties join at the round table at any given time to break bread,drink wine and watch belly dancers until both parties are passed out and come to a I agree to disagree agreement.
Any signs of escalation or aggression by either party will lead to another bout at the round table to reach an agreement to disagree and have another party. Once aggression persists and no further talks resume, the cold war ends and war breaks out.
That is where the United Nations orders it conscripts( the United States) to intervene with cruise missiles and Air attacks until both warring nations have large cities have been totally demolished and need to be rebuilt. That is where the infrastructure building Corporations such as Halliburton,Schumberge are awarded their autocontracts to rebuild that was destroyed up to code. All of it paid for with the deaths of the children of the taxpaying parents who are enslaved (disguised as freedom)by the Worlds most recognized piliferator of wars the United States.

No direct fighting. The Cold War between the US & the USSR in the 20th Century involved several conflicts, but not directly between the two: Korea, Vietnam, Cuba, Afghanistan, etc. They also aligned countries between the two of them and established various "pacts" (NATO vs. Warsaw Pact). Both had large arsenals (including enough nuclear weapons to destroy the world a thousand times over), but neither directly attacked the other.
This may be controversial, but I feel like some of our current political atmosphere is based on continuing Cold War Era policies without an opponent.

"Cold War" is a standoff where no shots are fired. Both sides of the conflict are at the ready to attack and/or defend at a moment's notice.
an example is the United States vs. Soviet Union from World War II through the collapes of the Soviet Union. Neither country ever fired a shot at one another, but had their military forces and nuclear arsenals poised to attack the other at any given moment.

the "hot" missiles and bullets that fly through the air make it a "hot war". With no missiles or bullets flying it's a "cold war", only sabre rattling, posturing and sticking the middle finger at each other.....
