I noticed how places like hackeny have alot of black people and trouble makers

and southall have asian people

and central london has rich people do the government put people to live in the area where there feel they fit best

Most people gravitate towards communities where they feel comfortable. But also in London many villages have merged into the suburbs of London, so you can get little pockets that seem out of place. For example I live in Dulwich, London a typical suburb area but just down the road theres Duwich Village with large houses, private schools etc. All smack bang in the middle of London.

People choose the area they like and normally like to be with the same race and culture. Central London has rich people as no one else can afford to live there!1

I don't think anyone planned it that way, but people move to where their friends and relatives have gone, it would be an interesting study to look at censuses for the past century to see how the patterns have built up over time.

It is all to do with the price of property, there are poor areas, middle areas and rich areas, you go where you can afford.
