Since the North Pole (at least magnetic North) is in Canada, that's where he should vote and pay taxes.

There is no government at the North Pole since no one lives there but Santa and the elves. Therefore he doesn't vote or pay taxes.

Since Santa is a resident of the North Pole I guess it would be Uncle Sam in the states.

since santa does only charitable work, he is exempt from having to pay taxes. on the downside, he'll never collect social security.

well there is some people in the us named santa clause so i guess he votes in the u.s.

He doesn't make any money to pay taxes - anyway he's an old spirit and likely to be grandfathered in. To my knowledge he has no party affiliations...
