Good Question:
Really tough to say: Your best bet would to research the SETA site. As that is what they do. Listen for energy from planets. stars etc etc.
Granted they have yet to find any intelligent life but they have got some strange recordings of stuff.
As for a theory: It is possible, since many times in the past people have linked the cosmos with strange behavior and wickedness.

Good question. Due that gravitational influences (tidal forces) are theorized to affect behaviour the most, signals from outer planets would be on a quite, smaller scale. If there has to be a binary answer, I would say no.

Anyway, if something signals me from outter space I do believe I would get affected!

If you put a radio transmitter next to your head you would expect it to affect your health.
Any Radio Frequency emanations from the planets would reduce rapidly in strength as the distance from them increases to such a point that to pick them up on earth one needs to have a quite sensitive receiving system, you've seen pictures of radio telescopes, I guess. The signal level is in layman's terms a small fraction of 1% of bugger all.
The planets will therefore have a negligible effect on us.

Though it's never been proved I suppose it's possible. After all, cosmic rays can (with a low probability) cause errors in your computer if they hit the right component. Cosmic rays also cause mutations in our genes, evolution depends in part on this. So if you consider cosmic rays signals from space, I suppose it is conceivable that a cosmic ray could collide with a ceil involved in your current thought process and affect it. I wouldn't worry about it thoug.

No. Our atmosphere really does deflect most of the harmful stuff. And it is not yet proven that the cell phone signals do affect our health.

No. And I do not believe that it has been proved that cell phone waves effect your health either. It it had, there would be thousands of law suits in court and the government would outlaw cell phones. Do not confuse popular statements with truth.

(Serious answer) What signals from space are you talking about? Most radiations from space are of such low intensity (especially compared to the intensity of radiation from a cell phone held milimeters from your head) as to be completely negligible.
