Poverty is usually defined as not being able to get/provide the basic necessities for life: food, adequate shelter, and proper medical care.

Wikipedia has a pretty good discussion of what Poverty is...

When people cannot meet the basic necessities of life. Anyone who is receiving welfare is poor (unless they're committing fraud). They are receiving assistance because they don't have enough money on their own to afford housing or medical care or food. The poor I have known thru my work go to food pantrys & many eat at soup kitchens. They can't afford toothbrushes, toothpaste & many other items we take for granted. That's what poverty is.

The official definition of poverty is if you earn less than three times the amount it costs to pay for a nutritionally adequate diet.
