The easiest way is to hook up a scanner and with the key on engine off see if the MIL (malfunction indicator light) is commanded on. if it is commanded on and the light is not lit then the bulb is bad.
Most computer systems have multiple fuses on the system and one of them controls the light and self test ability. Check all the fuses on the car with a test light to be sure they are good. Visual inspection often misses a bad fuse.
Your owners manual should show the location of the fuse boxes on the car.
If the power circuits are good then the next step is a scan of the system.
If your folks have a mechanic they use then they should be able to get this quick test done for free or at a minimal charge.
The possiblities include a blown fuse, a bad bulb or a bad self test circuit in the computer.
A lot of used car salesmen and other not so nice people take the light bulb out of a car if it is lit rather than fixing the problem before they sell the car.

Most likely the bulb is blown if the car runs normally. State inspection does not usually check to see if that light does come on but rather will fail you if the light is on. If the check engine light is on it usually means part of the anti-pollution system needs service and that will show up in your exhaust (and you will fail).

If it is a bulb, and you've got one of those modular dashboards, they might have to replace the whole gauge cluster or demount it to fix it. If your car has the more recent system, where they plug into the computer to get emissions info, the check engine light might not matter at all. Have them call around, and ask about it directly, the dealership might be able to fix it in 5 minutes.

if thats the only light that doesn't come on then it is probably the bulb or a wire to the socket. no solution other than to replace the bulb to pass inspection

Your better off without it. Once it comes on it doesnt seem to go away.

Make sure your gas cap is on tight. this is one simple thing that happens a lot. check that first.
