I would have to say no. As toilet paper is the only thing (hopefully) that goes down a toilet (together with ladies essentials), when it ends up at the water plant, it is easy for them to sift through this and recycle if required.

Also, if it is not flushed down. How often would you recycle it? The hygiene factor alone would be dangerous to health and together with the smell, it could become quite a hazard!

LMAO,years ago I had this poster,it was a picture of a toilet with a roll of toilet paper at the tank and the paper trailed across the seat to a pediastal at the foot of the toilet,if you pedal the roll would wipe your butt automatically..,at the bottom of the poster..,it said reverse roll when empty.Your question reminded me of that.Hilarious,glad to see a sense of humor.
