I have tried giggling the wheel. It is my sisters car it is a 2002 ford focus.

I have tried pulling the steering wheel really hard to the right and left and still nothing.

Sometimes what you get is called torque lock. The wheels have locked the steering into a position and the key won't engage. What you have to do is get out of the car and push it back and worth while trying to turn the key. It sounds difficult and hard but is actually easy and you don't need to move the car far-just enough to get the key to work-try it out. Check your owners manual and see if it mentions torque lock. Be especially careful when parking on a hill.

If you have the tools, pull the steering wheel and access the lock plate under it. Again with the proper tool, compress the lock plate,remove the retaining clip and this should free the steering wheel shaft. Just set the steering wheel in place and try to turn it. It should move freely. If you still can't turn the key you should have access to the tumbled set to remove it. From there on in it's Locksmith or OEM Dealer for repair or replacement.

It may seem the the steering wheel is locked but there is still some give...pull steering wheel as hard as you can to the left then turn the key... that should do it... don't jiggle it just continue to hold it hard to the left then while holding it as far left as possible...turn the key

Turn it real hard left and try the key. If it doesn't help, turn it real hard right and try again. You have to turn it REAL hard sometimes, not just jiggle. It does no good at all to giggle at your steering wheel. It just makes it mad.

Get ye WD-40 and squirt it into the lock assembly, then try the jiggle-wiggle again. If that doesn't get it, it might be tow-truck time. a 2002 might still be under warranty, they may fix it for free, have to call to find out.

OK, if you jiggled it, try turning it to one side or the other and hold it, then try to turn the key. If that doesn't work, then the pin must have broke off.
