Solon began a series of political reforms that greatly increased citizen participation in Athenian government. He said that he "stood with a strong shield before both parties [the common people and the powerful] and allowed neither to win an unfair victory." His reforms, unfortunately, did not please either the wealthy or the poor.

In his reform measures, he pleased neither the revolutionaries who wanted the land redistributed nor the landowners who wanted to keep all their property intact. Instead, he instituted the seisachtheia by which he canceled all pledges where a man's freedom had been given as guarantee, freed all debtors from bondage, made it illegal to enslave debtors, and put a limit on the amount of land an individual could own.

he was a lawgiver do you know of any that are popular with every one he also liked the idea of women going topless and I believe that's what made him a general and a poet. my sources are many but fade from memory. sorry you will have to do your own research
