I want to ask If an element have:
Melting point:3000 degree
Boiling point:4500 degree
Soluble in water: no
Cond solid: yes
cond in H2O sol: no
cond malten: yes

Then what is its bonding?
and example for this element

Moreover how can I find the answer?

High MP and BP = ionic compound, giant structure or metal.
Not soluble in water = metal or giant structure.
Cond solid = metal or possibly graphite.
Cond molten = metal or ionic compound

So it is probably a metal which will have metallic bonding.

Tungsten is a metal with an MP 3695, BP 5828

There are no elements with boiling or melting points very close to the one you describe. However if such an element existed it would most likely be a metal ( ionic bonding only occurs in compounds - not elements). The element would have metallic bonding where the nuclei of the atoms are in a 'sea' of electrons. All high melting point metals are insoluble in water.
The closest examples of similar elements are tungsten MP 3370 and Molybdenum MP 2620.
The only non metal which has a similar melting point is carbon MP 3500 and this has a giant tetrahedral structure.

First, go to the two web references (and download their software if you like). The sites are screen shots of the related temperatures for the elements.

I cannot see an element where mp = 3000 AND bp = 4500 (in degrees C, that is)

Until you can find your element, you cannot predict the bonding.

Since this is an answer to your "moreover" question, I hope this helps.

As the melting and boiling points are high, we know that it must be a macromolecule.

We also know that it conducts electricity in the solid state. In order for conduction to occur, there must be charges that move, and the only charges that can move when the substance is in the solid state would be electrons.

This element must be a metal which is held together by metallic bonding. An example of this could be any transition metal - iron, copper, silver...

You can find the answer out by process of elimination if you are familiar with all the bonding types.
Boiling point is very high so you should know that the element must have strong bonding. This eliminates van der waals forces which are weak.
Secondly the element is not soluble in water, hence you can eliminate hydrogen bonding and also Ionic bonding.
I would say it is covalently bonded.
