I'll say the brotherhood of evil, because the mutants are just not very tough without Magneto leading them, and he's not leading them any more. (BTW, welcome back.) Isn't it remarkable how similar the two teams were, both a band of misfits with a wheelchair-bound leader, both started within a couple months of each other, but neither was a copy of the other-- yeah, right.Can you say, "industrial espionage"...? I knew you could.
BE over BEM, provided it's the original version and not the incompetent version (I want to say Keith Giffen, but I'm not sure that's correct, it might be Grant Morrison) as shown in the late 80's/ early 90's DP.

How about just the scarlet witch vs. the rest of the brotherhood of evil mutants and the brotherhood of evil and the death star.
odds for that fight would be a billion to one for the scarlet witch to win.
She can warp reality, she already warped an entire universe and then wiped out about 99% of the world's mutant population with a phrase.
The combined might of the avengers, x-men, dr. strange and a bunch of other high powered marvel heroes not to mention sentry, couldn't do anything, all she did was will reality different and it was.
There is currently no hero in marvel or dc that can match her power.
