First, get your rested bonus by logging out at an Inn or major city, then grindin your level instacnes. Join a guild and hopefully higher level players will help you to get the experience faster.
Do many quests, because they reward well.
Stay away from PVPing, and BGs.

grinding while doing quests, if a quest asks you to kill 10 dogs, kill 30, also by doing this, you have the chance to get ya some money and a rare chance of a nice item drop, who knows

I find the dungeons to be a great place for experience - but make sure you run the instances before you are too high of level to get the good experience.
