Seems of average IQ > Which is very good as the smart presidents were the worst ( Kennedy and Carter ) and the lower intelligence presidents were effective, with few exceptions.

I've never seen, throughout history, any correlation between intelligence and leadership.
And Bush does have some leadership ability, which is a more valuable commodity in a leadership position.
