PHP is my choice, take a look at the website i have done:

The server side script i have used is PHP and MySQL database to hold the data.

PHP - object-oriented, very powerful, easy to learn and program.

Different people will have different opinions. You can easily find stuff in php all over the internet as it is a preferable language for open source apps but java is more enterprise language. You can also look at ASP .NET/C#

Hands down, PHP.

PHP looks, feels and smells like C, right down to the libraries/function calls. C is pretty simple and can be compiled into machine language without much difficulty. Java is a little too touchy-feely, OO for my taste.
