It's about a society where violence is out of control. A young offender is convicted and sentenced to watching constant violence. At the time the story was written there was a pop psy theory that if you "overdosed" a person on some behavior they would avoid that behavior in the future. (Of course the theory is wrong; repeated exposure leads to acceptance and even indulgence.) Anyhow the thug now becomes violently ill when exposed to violence. The story continues beyond that point. The main question is how to deal with violence in society.
