need to know about why my lights blink off and on and are they really 24 volt?

they are 12 volt. They blink on and off while your driving? I would say you have a short somewhere in the wiring harness. I don't know which model you have but on my daughter's 98 cavalier we had the same problem. It was in the wires behind the grill.

If they're blinking on and off, that sounds like a relay, check on the fuse panel and find and replace the headlight relay...get a multimeter and the manual to check for exact voltage...
