depends on if the power steerings hydraulics are driven by the engine or an electric pump.
If the battery is nearly dead, and the steering is getting really heavy, then it's safe to assume it's an electric pump.

What I am thinking is that the alternator is locking up, so it is making it where the power steering isn't turning as it should be. You should start the car and see how well the belt is turning, or if it is slipping. This is also dangerous to the car because if it is slipping it is eventually going to break and then your going to lose the water pump, and end up burning up the motor. As far as I know there is no electric link between the alt and the PS. you most likely will have a sender on the pump, but thats it.

there is no way to say yes or no when we dont know what type of power steering you have and what is exactly wrong here,
is the belt still on the engine?
is it turning ?
is the power steering electric, or is it belt driven
the only way a belt driven power steering would be affected would be if the belt is not turning,
if it is turning then the power steering would operate the same as always, and the alternator being bad would have nothing to do with it

Check your drive belt first. If your P/S is hydraulic the same belt drives both the steering pump and alternator. If it's loose/worn/broken you'll lose both, which might explain your alternator/battery problems as well as P/S problems
If your P/S is electric, the same duff belt may be causing the alternator/battery problems as above and when the battery gives up the P/S goes off too.
Either way, get it sorted pdq or you'll end up with a dead car very soon!

Chewbaka has a good point, but electric power steering puts more load on the battery and therefore the alternator has to charge more to keep up, and guess where the alternator gets its power from. Electric ps is good for long straight roads where the pump doesn't do much but round town there is very little difference in emissions, and you are more likely to need to replace battery and alternators more often.

The only way the alternator could effect the power steering is if they are both running off of the same belt and the belt is gone.

NO. YOur power steering is unaffected. But your alternator will not keep your battery charged up. Pretty soon you will not be able to start your car. This usually happens when you are miles from home and it is getting dark.
fix that rascal, get a new one soon my friend.

Depending on make and model of your car...yes. Most cars incorporate a serpentine belt that runs all accessories with ONE BELT. Lose that belt and you lose the accessories - A/C, power steering, alternator, water pump, air pump. Car will overheat too.
