Think about it, all you ever hear is how "bad" the guy is. IIts just not possible, given the time constraints of his time in office for any man to do half the things people blame him for. So I ask, have the other politicians raised him up as a scapegoat for all of their problems?

He is a victim of bad advice and in general bad policy, he has way to many advisors that given him poor advice. Unfortunately at the end of the day he is left holding the bag.

While it's true that Bush does not personally do all the things his Administration has been blamed for, as head of the government he is ultimately responsible for the failure of those who report to him. So, to that extent, he is not a scapegoat because a scapegoat, by definition, bears no personal responsibility for what it is being blamed for.

He is in no way innocent, but he is certainly becoming the whipping boy for not only other politicians, but the American public. People who voted for him the second time because of his promises of a quick revenge are now backing off and saying that he is the problem with our country. What really sucks is that he is only in office because so many people voted him there, and they are criticizing him instead of themselves.

because of the fact he did no longer believe in collective understanding. He made a set of 'definite' adult males as his significant advisers, who began leaping out of the sinking boat like rats. He could be now sensible yet lots water has flown down the ......that's that river which drains the DC section.

He's the President.. if you are going to blame someone.. might as well go all the way to the top.. no I do not think he's a scapegoat.. I think he brought his problems and his approval ratings on his self

No, he is not a scapegoat--he is the person in charge, and therefore the one accountable. Remember "The buck stops here" (by President Truman, on his desk and in speeches)?
