If a prospective employer says they will call with information about second interview, should I follow up...It is 3 pm and I have not heard anything!

You can call them to check, but chances are.... you better keep looking.

How much time has elapsed since the interview? If it has been more than two weeks you can stop holding your breath.
In the meantime, continue to submit applications and resumes, if the Company calls to arrange for a 2nd interview, you've loss nothing, if you continue to wait for the phone to ring, you've lost valuable time and possibly another opportunity.

You could call saying you were outside and are concerned that you'd missed their call......
