It is called fashion/trends. It comes and goes and changes.
People are unsure how these things begin, sometimes a star will set a precedent but sometimes it's grows socially.
I wouldn't specify a race as starting "this practice". I remember that goth kids, skaters, also partook of the practice of "baggy" jeans which also tended to ride low (JNCO jeans), around the same time as hip hop kids.
Take note of how your grandfather dresses/dressed, you see how the pants are to his chest? Well that was a different time where people dressed differently. I don't think these things signify anything but a preference of the time. Today the pants went the other direction, it's hard to say why things happen, they just do.
I have never seen someone actually come to an accident where anything indecent happened because they were wearing pants low. People tend to wear boxers with these sort of pants which turn out are practically shorts. Now of course things could just turn out negatively and end up with exposure but this would probably happen just as much as...let's say a woman falling out of her top. These incidents tend not to be policed unless someone is blatantly just showing private parts on purpose.

That is one fashion trend I will very glad to see go.
I can't imagine how a person thinks they look anything but ridiculous with their pants hanging down almost to the bottom of their boxers! Some seem to be miraculously suspended in midair--you can't figure how they're staying as low as they are without winding up around the ankles.
And yes, girls do wear tight pants cut halfway across their butts with their thongs sticking out. Also ridiculous. Makes you wonder if people have parents or not.

its called immaturity. as they get older and realize how silly it is the phase will pass. It doesn't signify anything. Its just like any style. I think as far as the law goes its at the discretion of the officer. I've seen cops laff it off and I've seen cops tell kids they must pull up their pants. Ive never seen any go further than that
I've heard that it started back in the 80's when people mimicked those that just came out of jail that wore their pants that way. I know for a fact its not something that just started a few years ago. I remember kids sagging their pants when I was young (late 80's early 90's).

It is some type of culture scene to represent a gang or some other type of activitivy. It is awful for men to do this. It is in all races and where it started from I do not know. It should be a law against it cause it is indeed indency exposure and looks real nasty especially those that wear no underpants. The young kids should not even see this and again men should be punish for this type of behavior. If they could do it with the loud music as opposed this is worser and needs the government attention.

Its a style that allows shorts to go below the knees, which is popular now because no one wants to get caught wearing "short shorts". As for indecency laws in this matter, there are none.

I think that it is stupid for young men (because they are the ones who do it most frequently) to be wearing their pants in such indecent ways. I think that most of them do it to be cool because it can't be comfortable to wear their pants that low. Also I don't think that they are afraid of belts, in fact I have seen them actually belt their pants to keep them that low.

I don't know, but it's ridiculous. I think it started with gangs, but not sure. They think it looks cool, but actually it shows disrespect. I've seen them wear them as low as their knees with a belt around their knees. How stupid is that. They can't run from the po-po like that. It's a black thing. Apparently it means something to them.Lord only knows.

all it is is that there are some people who think it is a cool thing to do. they think that the super bagginess of their pants will make them look even better than they do. I only know of one person who can pull it off everyone else has no reason to do it because it is very idiotic and moronic in every way possible.

I once chased a kid who had beat up his girlfriend, his pants were below his butt, and his pants fell around his ankles. He fell flat on his face and knocked out half his teeth. It was GREAT!!! Of coarse...I knocked out the rest of his teeth, but that was almost as funny.

nicely for the assorted adult males they desire the ladies to work out their boxers or butts and for something of them they are only doing it to stick to the team to make every1 think of they are cool
