thats funny, people say this to me all the time,,,and when I drive back home to turn my lights off, they're off,,,,,bizarre????????

You're conscious, but you're not really thinking about anything. This phrase is often said about airheaded people. Heraclitus, the ancient Greek philosopher, would have said these were people who are living a sleeping state. They are awake, but with no more brain power than a person who is sleeping.

1)That they wanted the neighbors to think that they are home, so they left the lights on!
2)Someone is awake but not aware of what's happening.

Someone is awake but is not very alert. Other similar phrases are "not home in the dome," and "his elevator doesn't go to the top floor."

It means that someone is empty-headed. They are alive and listening but they don't catch onto situations or get the point when someone explains something to them.
