Perhaps you are perplexed and want to make sure you have the best response from your question. Or, you hope to get a lot of responses but know that it will require an adequate question that the masses will reply to. Or you are pondering a question that would be unique; however, you have trouble putting it together. Perhaps you thought of a question and just as you were about to type it, your mind took a total blank. Then again, you could be thinking that everyone has already asked it all already - so what's the use?
Well, you did good because this one worked! :)

What, did someone else think of this question for you? If they did, did you ask them for a question that you could ask? (And they said, "why don't you ask, Why can't I think of anything to ask? ") If so, then you thought of that question, if not, you thought of this question....So you must just be confused.
Unless you got it out of a book....
In which case you have what is known as writer's block.

It is just that you are comfortable at the moment, with nothing really troubling or puzzling or intriguing you.
When i get like that i just read other questions and answers , rather than just make idle talk.
Something will come up soon, everybody has questions, some just not all the time.
