If Prince Charles, who is heir to the throne dies BEFORE his mother, Queen Elizabeth II, does the throne go then to William, or does it go to ANNE, who is the next oldest child of the queen?

william and after him, harry.
with sucession, it goes first by gender and then age. first its the oldest male, then assuming he doesnt have any children, it goes to his next oldest brother, and so on. when or if there are no more sons it would then go to the oldest daughter.

To my knowledge I don't believe the act of succession has been altered in any way to allow for first born to succeed regardless of gender - as a matter of fact I don't think it has.

Should Charles die before his mother then the throne would go to William, then Harry, then it would go to Charles' brother Andrew and his heirs. Males take precedence in the line of succession, so despite the fact that Anne is the Queen's next oldest child, she was displaced by the birth of Prince Andrew in 1960, and the further by the birth of Prince Edward in 1964. Until the birth of Prince William in 1982, Prince Andrew was second in line to the throne, and Princess Anne was fourth. The more children Charles' had had, the further Prince Andrew,Prince Edward and Princess Anne would have moved in the line of succession.

So currently Wiliam is next in line after Charles, and nothing can displace him in the line of sucession.

HRH Prince William would receive the Crown. The line is passed to the next male, except in cases where there is no male in direct line of succession. That is how Elizabeth got to become the Queen of England.

Even if Charles had no children it would go to Andrew and his daughters, then Edward and his daughter before going to Anne. Sons still come before daughters and there has been no change contrary to what some have said. Lord Archer of West-super-Mare introduced a bill to effect this about eight years ago and the government said they would have to consult the other Commonwealth countries which still have the Queen as head of state before changing the law. Nothing has been done since then.

Currently, first in Succession is #1 - The Prince of Wales
#2 - Prince William of Wales
#3 - Prince Henry of Wales
#4 - The Duke of York
...
#9 - The Princess Royal (i.e., Princess Anne)

As you can see, the Line of Succession goes through the first in line and then their children and grandchildren (if any) before going to the next of HM's children .... males before females.

Thus it is Prince Charles, his descendants, Prince Andrew, his descendants, Prince Edward, his descendants, and then Princess Anne and her descendants.

The "males before females" rule was changed a while ago, but only applied to future persons; it did not change the current line of succession.

William, then Harry.
Then the next eldest son (of Elizabeth), Andrew, then his two daughters, Beatrice, then Eugene.
Next is Edward, then his daughter Louise.
After this is Anne.

The order of sucession was recently changed at the request of Queen Elizabeth; gender no longer matters. It is by the eldest child (or grandchild), it no longer has to be male. I don't think it applies to Elizabeth's immediate children, though.

would most likely go to William since he is the heir to the heir of the throne. It woukd not go the sibling because they were not the next in line only way it would is if they were all killed
