Both ! Depends who you are. Like, for Halliburton, there was never a better President. For our soldiers who paid with their lives in Iraq for no reason, there never was any worse President. For the tens of thousands of Iraqis, who lived happily (may be they were poor, but they lived happily) till Bush came along, well, you know.
