Apart from Dear Mr ....

If not Dear so&so then, To Whom It May Concern or whenever I've written a business letter I just start out

Mr So&So,
I am writing blah, blah, blah...

Depends on the type of letter your writing.

You Can Maybe Start Your Letter Off Like This ....... Dear Head Teacher.......

If they are a professor or have their PhD, be sure you say Professor or Dr. If you don't want to use "Dear" then I would just simply start the letter as:
Professor Smith, or
Dr. Smith, or
Mr. Smith

would also be respectful. Especially if you are in trouble for something!
