I don't mind the violations, there needs to be order, however the criteria for reporting would have to be justified.
Is the question really a violation? come on how asking for state's nicknames chatting or personal communcation?
Is this reporter a tattle tale? Constant, multiple reporting
Some others I think of now, but the accused will receive a letter such as Someone reported you and after investigation found the accusation false and will NOT remove your submission (q or a)
To the accuser:
Dear Accuser, after investigation we found your report of abuse unjusified and will withdraw that accusation. The participants submission will stay on the board.
