stick a £10 note on the floor right below where your going to drop.
other than that use math and work out the time it takes an object to drop from the height you intend to drop the piano (any object will do dosent matter on weight) then work out where frank will need to be stood when you release the string based on an average 3mph walking speed.

How do you work out what? How long before you're carted off to jail? Or, how long before mum comes home and finds you've thrown her Baby Grand out the window on some tosser?
To answer the obvious, there is no need to work out a distance to walking speed ratio. Simply use "Kentucky Windage", like when you're firing a rifle. It's also called "leading". Just use your intuition and drop the piano just before the person is directly below the window. The 4th floor balcony isn't enough distance to warrant concern over calculations of when to drop said piano.

1) suspend the piano before hand and find strong alibi.
2) keep the subject under close surveillance and note moment of exit form the main door.
3) calculate speed of the subjects movement and wind speed
4) if the avg. speed of the subject is lets say 3 feet per second release piano when the subject is 7 feet away from impact zone.
5) cut the suspending mechanism with suitable tool
6) frank is a frankcake now...
PS wear earplugs pianos do not come in silenced versions...

4 stories? Hmm let's see? Well, I guess a piano falls faster than a dude walks, so you could probably wait until he was about a foot away from the drop zone. A safe would also work too, I imagine.

Why I feel sorry about piano?! Even after 6 years at musical school I like it... The fly should be about 15 sec... But Frank or who you aiming to will be aware that something HEAVY is coming!

the piano will fall at an increasing rate of 32 feet/second/second
assuming each sotry it 12 feet, you'll need to drop it a little more than 1 second before he gets to the drop point
