If you were in the United Kingdom you could approach your music teacher and the Education Authority would most likely help you.
However, it appears you are in the USA - of which I don't know much. You could try calling 1-800-USA-LEARN and seeing if they could help you out, maybe help you get an application form for an official grant. If they can't, then I'm sure you don't need 5000 dollars. What do you want to learn, the golden tuba?

ummm..ok...well..anyone that has that much money for a present wouldn't just tell you and give it to you with no questions asked...the world doesnt work that way..sorry :)
