You can create your own web-presence at googlepages.com or in the yahoo geocities sites. Beyond that, you HAVE to pay for a completely original domain name and if you want someone else to host the site, you usually have to pay a monthly charge for bandwidth. Unless you were one of the lucky ones that got in on the ground floor of 1and1.com's free 3 year program, that is.

for free hosting and subdomain* (you will not find free domains, if you do let meknow where)
try googlepages or yahoo geocities ,
its sort of free hosting, but you are limited to a subdomain on googlepages & geo has ads on your website - otherwise I would use http://www.interkeys.com/tophosts to get one for a few bucks a month with 500 GIG bandwidth and the rich with features

its up to you how developed a site you want and if you want to use your own domain name

well on the internet you have to pay for a domain name there is no way out of it but there are sites which give you free sites the best ones are www.zoomshare.com and www.geocities.com to make a free website i already have one with both so hope that awnsers your question

if u mean domain there is no companies that give a domain for free since its costs the hosting company money to register that domain with ICANN or Pronet.
