Those are two very different things!
If you are going to try and make it in acting, you definitely need to live in New York City! Although you won't be making much money in the beginning, so you might want to look into places in Brooklyn and Queens that are still close to the city (Williamsburg, Astoria...).
Once you are in Manhattan, it doesn't really matter where you live because you can get around pretty easily on the subway.

I live in New York. The best place would be a section called Hell's Kitchen because it is near Broadway. But living in Manhattan is very very expensive. You might want to consider living in one of the other 4 bouroughs of the city which are much more reasonable.
Another choice might be Jersey City, NJ. The Path train will get you into the center of the city in 15-20 minutes.
