An animal's senses are far more advanced than a human's. They can sense changes in the weather, and sometimes it is upsetting to them. Sometimes it excites them. This is normal behavior. If it bothers you, crate the animal or focus it's attention on something else, like food or toys.

for instance when they hear thunder, they dont know what it is, obviously, they just hear a huge loud noise coming at them and dont know what to do about it. Or for snow, they know that the snow is coming, and it will get either colder, or outside something different is going to happen and it freaks them out.
