It's an issue in ANY country that doesn't have a single race & religion. This is not an Amercian only problem.
Human nature is such that people do tend to stereotype and descriminate against what is significantly different, be it culture, religion, skin color, gender, whatever.

For the same reason they also record your gender and age.
To measure how well each subset of the population is doing in their education and other programs. In a perfect would it would spot any big discrepances. If black males do very poorly on reading comprehension, it's important to know so we can fix the education system.

So the colleges can (1) say they're racially balanced (if indeed they are) (2) fix things if they're only getting applications from one race or gender (3) are part of reporting requirements to government

The theory is that state colleges are kept alive with public funds, therefore it's the public's right to demand at least a few of ____ race or gender get educated.

Misinformation by all races. Poor education system. Ethocentric teaching in schools.

Because they're citizens who lost their lands without any compensation whatsoever. (I personally am not saying this is right or wrong)

You've never heard of reparations? The losing side often times gets help in rebuilding or in being assiminated into the dominant culture. This dates back to roman times. We rebuild Japan after WW2. And it's happening right now in Iraq: america bombed the country back to the stone age, now WE'RE the ones rebuilding its infastructure.
I think what you're really asking is why we give special treatment to certain races, and that's just human nature. The government seeks to offer some balance against the most extreme descrimination damage by trying programs like affirmative action, school bussing, minority scholarships, etc. In a perfect world *anyone* could just work hard, get into the college of their choice, and go on to succes.... but we all know that is not the case.

It is an issue because politicians and certain races MAKE it an issue. They need to know what race they are so that the various races then have "proof" that the test is race-biased. Quotas force the colleges to accept a certain number of a certain race regardless of whether they are qualified and allows them to deny people who ARE qualified. Amen on the Natives... they've had everything handed to them and still can't survive... after a certain amount of time (say a few centuries), it isn't my problem anymore.

Your race is often asked so the government can make sure that corporations and state agencies are not discriminating.
As far as the indians, look up "the trail of tears". Tham might give you some insight as to why they were wronged.

Discrimination is a derivative of selfishness and it has been a function of life since day one! Thus, as long as the word “Survival” is used to cover for the word “Selfishness,” discrimination will never be eradicated off the face of the earth!
