It depends on whether you are counting just named characters, or *all* the rabbits. After all, the original group that travels to Watership Down only consists of a few. However, when Bigwig goes to Woundwort's colony (Efrafa?), there are loads of Rabbits, and plenty who are never named.
Can't give any numbers off the top of my head - it's years since I read the book, and don't have a copy within reaching distance (and not enough time to read it in that sort of detail, either!).
If I were you, I'd count up the main characters, who travel with Hazel, Fiver, Bigwig, etc. in the first place; then those that join them from Efrafa.

I found this book again recently, when I was packing to move house. I hadn't read it for years and plan to read it now I've settled in. (Sort of!). Ask your question again in a few weeks and if I've remembered to count them all, I'll let you know the number I've come up with!! Bear in mind though, that I'm pretty much number blind!

The only one I remember is Fiver. My wife read the book shortly after we were married in 1977 and named our new cat after this character.
