Yes there is a possibility he may have become intertile or have a lowered sperm count. There are many factors that effect sperm such as alchohol use, smoking, using hot tubs, etc... The best thing to do is get him to have a sperm analysis. Also, you could start him on vitamins to increase his sperm. Vitamin C, fish oil, L-Cartinite, and Acetyl L-Cartinite are great for improving sperm. It takes 3 months for the body to produce new sperm so any changes he makes will take 3 months to see the results.

Absolutely. It's also possible that the first child wasn't his. It's also possible that the other partner is currently the one with the fertility issues. It's also possible that his sperm have lost their motility with his age... although not likely... and it's possible he could have had vasectomy... or been exposed to high doses of radiation (either through his job, radiation treatment for a medical condition or inadvertently by region) which could have rendered him sterile. Ditto on some severe illnesses in the last 17 years...
Then there's the fact that tons of guys and gals wind up getting pregnant at the drop of a hat when they're young and unprepared. By the time you're old enough to really plan for it, you can't get pregnant for months! I've seen it happen a lot and I think it's just the curse of Murphy's Law :)
Be patient. It takes nothing but a sample to determine if his sperm are few or not as lively as they should be... so it's easy enough to test for if months pass and nothing's happening.
Good luck to you!

Yes.
There are a number of illnesses that can cause infertility. Also, sperm count goes down as men age usually beginning in the 30's.

Absolutely.
Diet, weight, medical problems, and a myriad of other situations can contribute to a low sperm count. Even the clothes you wear or if you ride a bicycle too much. 17 years is long time, and the body can go through an awful lot in that time.

Yes. He could have suffered trauma to the area. If he has been exposed to chemicals or toxins that could affect his count and motility. Easiest way to find out is to have a simple semen analysis done at a local clinic. They are fairly cheap and fun for the guy. Good Luck!

Sure he can. Could have done some serious damage to the "boys" in 17 years. He needs to check with a Doc to find out what is going on.
