going off of what others might say or believe.
an example? ... judging a book by its cover... perfect example: after 9/11, everyone was practically scared shitless of people that "looked like" people from overseas. some people automatically judge military personel... homeless people...

Example: President Bush. He was very popular right after 9/11 & we, & the world, were 100% behind him in the war in Afghanistan searching for Osama & his terrorists. We, the public, judged him to be a good pres.

Then came Iraq. Most citizens judged this to be a "just war" because of the wmd's. But many did not.
When it became obvious that Bush lied to congress & the public, most came to believe the war was "unjust" & showed their feelings on Nov 7th.

Another example: Mel Gibson & Tom Cruise. They were much admired as good men & excellent actors BUT then came Mel's slurs against Jews & Tom's antics on Oprah's coach & his rant on the Today Show. The public judged them & many will not go to see any of their movies. I, for one, won't even watch them on TV.

So basically, public judgment consists of people (the public) who have made a decision for or against anyone as a result of something that person has said or done.

Or who have made a judgment about something as opposed to person; e.g. the Viet Nam memorial statue of service persons. Many believed that the wall was all that was needed. But the public judged not & called for the additional memorial in the form of a statue. That was quite controversial at the time.

I'm not sure what you mean, but perhaps "Scarlet Letter" punishments. For example, sometime last year in my hometown, they made a guy stand on a busy street corner with a sign that says "I abused animals" as his punishment. I guess anything that could bring shame.
