how are suppose to walk in the grass

It depends on the area and the developer. There are several suburbs that have sidewalks both new and old ones. What baffles me are the neighborhoods where part of the neighborhood has sidewalks and the other part does not.
But really, Houston is a large city - even the blocks in some neighborhoods are lengthy and walking 'everywhere' just isn't an option. Street blocks here are much longer than blocks in smaller cities such as Minneapolis. The city isn't really designed to be like Stars Hollow from Gilmore Girls - its a metropolis designed for fast growth and economic BOOM. :-D
But I believe the city is coming around (as well as taxpayers) construction as started in a few neighborhoods to add sidewalks to encourage a safer trail for pedestrians.

The really cool neighborhoods, like Spring Branch and Memorial don't have sidewalks. They don't want dog walkers or any such. That's why they also have open ditches, too.

Most suburbs around Houston do.....I have noticed that a lot of the older ones don't though, I guess they didn't expect them to grow so much. Good Luck on finding a real answer. That is a good question.

sidewalks cost money. developers often will not put them in because it saves money on the building and then they can still sell the houses. cost basically is the reason.

THE NICE NEIGHBORHOODS HAVE SIDEWALKS. I GUESS THEY ASSUME **** EM' TO THE REST. THE POOR HOODS SHOULD HAVE SIDEWALKS SINCE THERE ARE MANY MORE PEOPLE HOOFIN' IT TO WORK AND SCHOOL. NOT COOL.
