The flag is used to let the mail carrier know that you have put outgoing mail in the box for pick-up. When they drive or walk past the mailbox they look inside and take the outgoing mail with them if the flag is up, then they lower the flag so you know it has been taken.

If you have outgoing mail that you want the mailman to pick up, you will stick that mail in your mailbox, and then raise the little flag up so he knows that there is mail to take. Many mailboxes no longer have this feature because the post office charges sometimes to have mail picked up from your house.

The red flag on a mailbox is to signify that there is mail to be PICKED UP by the mailman. If you have mail to go out - put the flag up - when he/she picks it up he/she will put the flag down.

Or it could mean you have received mail.
What do I know, I have a community mailbox without any flags.
