Depends on why you want to say anything to her in the first place.
If you think she's cute and would to ask her out, then you say "You sure do have a pretty smile. There's a nice movie playing this weekend...would you like to go?"
If she's standing on your foot, then you say "I'm sorry, hon, but you're standing on my foot. Would you mind moving?"
It all depends on what you need to say to her...

It depends. How close are you and this girl? Are you friends or is she someone you have a crush on. Just make general conversation with her. Find something of interest that you notice you have in common with her or know that you have in common with her and build a conversation from that. Never be rude or demanding when talking to a girl. Just simply introduce yourself to her and start a conversation from there. Remember if both of you are shy, there will be barely any conversation so think fast!

Depends on her age, what the subject is and why you are wanting to talk to her in the first place. After you get that all situated then you'll know what you should say. That's my guess anyway.
