Yes, water shut off valve. Should be easy to find right behind the base of the toilet coming out of the wall.
Towels, lots of towels.
If not on the bottom floor of the house (or if you have a basement), check downstairs for water coming through the ceiling.
Turn off the main circuit breaker if you think water is in the walls with the electrical.

Throw a bunch of towels on the floor to soak up the water.
turn the water supply off behind/under the toilet.
clean up the mess on the floor.
Get a plunger and use it.
turn the water on and see if things work right.

YIKES,,, turn off the water on the close off below the lavatory, provide up blaming the better half or the plunger,,,, in fact provide up desiring the plunger by looking out WHY the lavatory over flows on a typical foundation.

There should be a valve in the supply line to the bottom of the toilet. Turn it off to stop the water flow. It may be difficult so it may take a pliers to turn it.

Reach around behind the toilet to the back where the pipes are and shut off the water to it.
