While all of the UC schools are selective, none of the Cal State universities are particularly selective. US News rates the school as "less selective."
The second link explains their selection process. It is not particularly selective -- a C+ average and a 900 on the SATs will get you in.

If you are a California Resident it is not very selective. You need to have at least a 2.0 GPA in high school, and meet the general education requirements (i.e., Geometry, 2 years foreign language, three years english, 2 years science, etc.) Admission is offered on a rolling basis. So that means that the sooner you apply the better off you will be. Once the number of seats for qualified students is filled, others will be placed on a waiting list.
It if more difficult for out of state residents, as priority is given to california residents, and only a limited number are reserved for out-of-state residents.
