My father was an enlisted man in the Navy. The officers have a much better life.
Go to college right away. If you are still interested in the Navy when you get out -- go in as an officer.
If you are absolutely sure that you want to go into the Navy, enroll in the ROTC program while you are in college. They will pay for all or part of your education and will give you a comission upon graduation.
Think about this option -- it is the smart way to go.

Curiousguy's got the right idea. if you plan to go into the navy, that may be your best option. not only will you learn life skills, but our military shells out big bucks to educate their troops. i planned to go to the airforce academyfor a while but couldn't get the top grades needed. i opted to go to college right out of highschool and failed half my classes first semester because i didn't feel like going and i had the ability to just not show up. I was fortunate and the company i'm with is now paying for me to go to a different college for a networking degree. I think maturity in college matters. some people right out of high school have too much freedom and don't know how to handle. the navy would be good for you.

There are a couple of different ways to look at this. If you put off college, you may find it more difficult to find the time and motivation to go later. But, if you go into the Navy first, they will pay money towards college later, and you may find that makes it easier to go. I have a couple of friends who chose to go into the military first and then later to go to college. It seemed to work well for them because they were determined to go to college and the military instilled discipline and values that are important for success in college and other areas of life.
Of course, your mom may have more on her mind than just whether or not you will finish college. She may be worried about your safety and hoping that if you delay your plans to join the Navy, you might change your mind or the situation for the military might change.
While I think you will have to make your own decision, I don't think you should "blow off" your mom. You need to talk more about how she feels about it and be respectful of her. That doesn't mean you have to do what she wants, but you should listen to her concerns and consider your future from a mature perspective.

I would go to college first. But thats just me.
But there are pros and cons for both. The advantage of joining the navy first is that it can actually help you get into a good college (and dont they help pay for it as well??? not sure. or is that just ROTC?). But another factor is that joining the military will probably give you the discipline to succeed in college also.
I know I couldve used some disicipline in college. After being in the military....I dont think I wouldnve partied or played video games for 4 years.

If you go to college first, do reasonably well and have no drug or criminal record, you can join and be sure of going straight to OCS (Officer's Candidate School), so you'll serve as an officer. If you went to a college which had Navy ROTC, you'd be an officer immediately after college.
If you join straight out of HS, you won't be an officer. However, if you do a tour after HS, you'll get a whole bunch of financial help to go to college later. If you went to college first, any debt is your problem.
Officer's make a lot more money. Officers order non-officers around.
