The Senate and the House of Representatives are the two branches of our congress. They propose and enact laws for the U S.

Senators and Representatives are not "special". They may think they are but, they're in fact just people like the rest of us. Once they get themselves elected into office, many of them get an opinion of themselves that they're better than those they are there to serve. The problem is, far too many of their constituents start to agree with them and then keep them in office election after election with the same results. Both major parties accuse each other of wrongdoing when, they should look at themselves.
