I am from the Navajo tribe. It is possible that other Native tribes have similar myths of the same nature but are called by a name by the tribe. Every tribe has some beliefs in there culture.
Skinwalkers are the "evils" of Native nature who promote harm to people. Just like the "witches" who cast spells on people also. If the people are "infected" with the evil they are to be "healed" by a Medicine Man. They can find & remove the "evil" bought on to you in a Native ceremony.

Having lived in Tucson for a couple years, I know that the Tohonos also have skinwalkers, essentially doing the same thing that Navajo skinwalkers do - witching people and such.

I'm not sure what the Navajo believe are the essential characteristics of skin-walkers, but most American Indian tribes have stories about animals, spiits, and deities who could (or can) change into different forms. In the Northwest, for example, Raven is said to to have the power to transform into, among many other things, a human. He also turned into a conifer needle once; and when a human woman swallowed him, she became 'pregnant' with him. After she gave birth to the now-human Raven, he tricked the girl's father into giving him the sun out of a box that he kept. Raven was able to give the sun to t he world; but in the process, he resumed his old form and his beautiful, colorful feathers were burned solid black.

Hmm well, I think you'd best stick with normal Halloween costumes! However if you want clothing that looks like Native american clothing, then I recommend searching the web so you won't be all over the place looking for clothing in stories that meets your liking and such. I'd say your options are to go and search online, stick with an actual Halloween costume, or look in stores for clothing that meets your preferences (this'll probably take forever and you most likely won't have much luck.) Any tribes that do...that would be because it comes from the beliefs or stories of those particular tribes... Other that didn't have those stories would not traditionally know it...
