How do I keep the cold air from coming in without having to pay a lot of money or breaking my windows (not exactly a handy person).

One of the easiest ways to free up stuck windows is to take a small block of wood and gently tap it with a hammer around the perimeter of the sash.
You can "very" gently use the same procedure at the top of top glass and tap upward.
Paint shops sell just the tool to scrape away paint that has siphoned between sash and frame. Wooden handle with a funny blade on an angle its shape like a strawberry. red devil makes it.
If to paint again leave sashes partly open and be sure to work the windows as soon as you can to separate any siphoning.

I would not worry about the windows being painted shut. You can wait until spring to fix that problem. You can put the plastic over the windows . You put it on the windows with the tape that comes with the kit. Then you use a hair dryer to take the loose plastic so it is tight.

If you open your windows or break the glass, wouldn't you get MORE cold air in. You should install a storm window or one of those plastic barriers that you put on from the inside and use a blow dryer to take the sags out of the plastic.

I am confused...if they are painted shut, then how is cold air coming in? I have seen people cover their windows with a clear plastic that is supposed to help with that, I guess. Its sortof like saran wrap. You can get it at target or walmart in the home improvement section.
